Constitution and Bylaws

 

ARTICLE I-NAME

 

The name of the organization shall be: Bilingual Creative Writing Student Organization.

 

ARTICLE II PURPOSE

 

The purpose of BCWSO is to be a voice for all creative writing students, to showcase student work, and to make writing relevant in an academic and social context.

 

ARTICLE III- ORGANIZATION

 

ection 1. MEMBERSHIP 

 

The ___BCWSO___ organization shall be composed of students, staff, and/or faculty members at UTEP who are interested in our purpose. The BCWSO does not discriminate on the basis of race, color, creed, or sexual preference.

 

Section 2. OFFICERS

 

All officers were elected democratically by students in the Masters of Fine Arts Creative Writing program.

 

Election Date:  August 29th, 2008

Length of Term:  One Year, unless an officer graduates halfway through the year, or is impeached/resigns, in which case the election procedures described below will be enacted.

OFFICERS SHALL CONSIST OF:

 

A. President

B. Vice-President

C. Secretary

D. Treasurer

E. Public Relations

 

QUALIFICATIONS To be eligible to hold any office a person must:

 

A. Be currently enrolled at UTEP

B. Have a minimum 2.5 GPA

C. Not be on any disciplinary or scholastic probation

D. For presidency, member must have been active for at least one semester in the organization.

 

For the remainder of this document the term majority represents a 2/3 vote of those present if more than half of the officers are present.

 

DUTIES

A. The President shall serve as the head of the organization, have the ultimate vote in the event of ties, attend faculty meetings and serve as the primary liaison between faculty and students.

 

B. The Vice-President shall support the president in the making of decisions, shall attend faculty meetings, and shall assume presidential duties in the event of absence on the part of the president.

 

C. The Secretary shall maintain records of meetings, and documentation of agendas, objectives, bylaws, constitutions and any other documentation generated by the BCWSO. She/he shall also assist with any administrative duties.

 

D. The Treasurer shall maintain financial records; keep track of money and all movements within the BCWSO account. The treasurer shall supervise the making of all financial decisions. 

 

E. The Public Relations officer shall maintain contact with students, members and other organizations in order to collect and distribute information about events. The PR officer is in charge of publicity and maintaining the BCWSO website.

 

ELECTIONS

 

A. Nominations for office shall take place the first month of each academic year, at the first Masters of Fine Arts Creative Writing Orientation Meeting. The election of officers shall be done at the conclusion of the meeting. A previous meeting (at least 4 days earlier) shall take place in order to distribute information about the organization to those interested in becoming members and to answer their questions.

 

VACANCIES AND IMPEACHMENT

 

A. In the event of a vacancy in office, the other members shall assume the role until another election can be held. If the vacancy occurs in the office of President, the Vice President shall assume the role of president and elections will be held to replace the vice-president.

 

B. Special elections will be held no more than two weeks after the vacancy.

 

C. Elected officers may be subject to impeachment in the event of negligence of their duties, or violation of the organization bylaws, or violation of the Universitys Handbook of Operating Procedures. Impeachment shall occur by majority vote of all officers.

 

D. The procedures for impeachment include the following: one or more officers will raise the issue in a meeting. The officer in question is allowed two weeks to build and present a case in their defense.  At the end of two weeks a meeting shall be held in which the other officers hear both sides of the case, and vote for or against impeachment. 

 

E. The officer in question will be notified in writing once their position has been brought up for review.  Another notification will be sent after a judgment has been made on their case.  If the officer in question does not respond to their first notification within 5 days, the officer in question loses the right to plead their case, and judgment by the majority officers will be made.

 

F. Officers that are impeached may remain members of the organization but they cannot hold an official position for at least one academic year. 

 

G. Decisions of the majority vote are final and non-reversible.

 

CONSTITUTIONAL AMENDMENTS

 

A. This constitution may be amended at any meeting by a two-thirds vote of the active members present providing it is not in conflict with the Universitys Handbook of Operating procedures.

 

B. Bylaws may be adopted to fit the needs of the organization at any meeting by a two-thirds vote of the active members present providing such bylaws conflict in no way with the constitution and bylaws of Universitys Handbook of Operating procedures.
